00:21:42 – fleet of modified business jets and say

00:23:30 – planet the one thing about this is it
00:23:32 – gives us extraordinary leverage this
00:23:35 – improves science and engineering will
00:23:37 – whether we like it or not give us more
00:23:40 – and more leverage to affect the planet
00:23:42 – to control the planet to give us weather
00:23:43 – and climate control not because we plan
00:23:45 – it not because we want it just because
00:23:47 – science delivers it to us bit by bit
00:23:49 – what is geoengineering it's really two
00:23:53 – very different things one is ways that
00:23:55 – we would alter the amount of sunlight
00:23:56 – the earth absorbs and so cool the planet
00:23:59 – partly offsetting the effects of carbon
00:24:00 – in the atmosphere and that's called
00:24:02 – solar radiation management or in some
00:24:04 – technocratic way SRM and the other one
00:24:06 – is to take carbon out of the atmosphere
00:24:08 – so-called carbon dioxide removal before
00:24:10 – we get on to solar radiation management
00:24:12 – let me ask you about the the carbon
00:24:14 – dioxide removal um a Royal Society
00:24:16 – report here in the United Kingdom back
00:24:18 – in 2009 said that no method of carbon
00:24:22 – arc SAR removal as yet being
00:24:23 – demonstrated to be effective at an
00:24:25 – affordable cost with acceptable
00:24:27 – environmental impacts and they only work
00:24:29 – to reduce temperatures over very long
00:24:31 – timescales
00:24:32 – I think that's exactly right and I can
00:24:34 – say that both as an author of that
00:24:35 – report and there's somebody running a
00:24:37 – startup company trying to capture co2
00:24:38 – from the air before we get into the
00:24:40 – prison
00:24:40 – how solar radiation management mites
00:24:43 – will conceptually it's simple but doing
00:24:45 – it is not the hard part you could use
00:24:47 – aircraft or other methods to deliver
00:24:49 – literally tons or millions of times a
00:24:52 – very small perfective aerosols tiny
00:24:53 – particles say to the upper atmosphere
00:24:55 – spraying them out at a high altitude
00:24:57 – correct isn't one of the problems with
00:24:59 – the climate is and studying the climate
00:25:01 – is it is incredibly difficult to know
00:25:03 – exactly how it works it is very
00:25:06 – difficult to model them sure it's
00:25:08 – impossible to know exactly that you can
00:25:10 – still learn a lot so we actually ran a
00:25:13 – survey of almost a year ago now that
00:25:15 – took data high-quality data from a
00:25:17 – thousand people in the UK Canada and the
00:25:19 – US to try and understand public support
00:25:22 – for research on these technologies and
00:25:23 – you know what what kind of litical
00:25:25 – leanings influence people's decision to
00:25:27 – be for again and in fact we found pretty
00:25:29 – broad support for research but that
00:25:31 – particular opinions area that you're
00:25:33 – talking about it also came up with a
00:25:34 – finding that 64% of subjects agree that
00:25:37 – humans should not be manipulating nature
00:25:39 – in the way suggested by solar radiation
00:25:41 – management exactly
00:25:42 – well that would suggest that there isn't
00:25:44 – particularly broad support at the moment
00:25:46 – for the theory behind it there's not
00:25:49 – broad support for doing it and I think
00:25:51 – that's quite a healthy thing I mean I'm
00:25:53 – one of the people who may be starting
00:25:55 – twenty years ago most helped to open the
00:25:57 – door to get public conversation going on
00:25:59 – how do you think in that case the public
00:26:02 – can be convinced given that there is as
00:26:04 – we saw with this project in Britain
00:26:06 – tremendous skepticism even about
00:26:08 – research at what you say is very very
00:26:10 – benign level public opinion will evolve
00:26:13 – over a long time and from my point of
00:26:15 – view the goal is to try make that public
00:26:16 – opinion be able to have able to be
00:26:19 – shaped by facts as well as possible and
00:26:21 – also shaped by people's values it's not
00:26:23 – to promote this so actually it is in
00:26:26 – part to promote design your religion
00:26:28 – successful vision as you said you have
00:26:29 – your own private company which is and my
00:26:32 – brother company which works on a very
00:26:33 – different part of it which that's been a
00:26:35 – per from these governor's challenge but
00:26:36 – it is all to do with the issue of
00:26:38 – geoengineering he knows an incredibly
00:26:40 – sensitive topic and actually don't think
00:26:42 – my jobs murder my job is to help clear
00:26:44 – thinking and clear knowledge about the
00:26:46 – tools we have to regulate climate risk
00:26:48 – among them this one and I'm perfectly
00:26:51 – prepared on a results show that we
00:26:52 – should never do this
00:26:54 – so if it works and again we don't know
00:26:55 – it does it provides some protection and
00:26:57 – your turn isn't there a problem though
00:26:59 – that you could end up with different
00:27:01 – effects in different parts of the world
00:27:03 – I mean you could for example find that
00:27:06 – although you're reducing the amount of
00:27:08 – sunlight and the amount therefore that
00:27:11 – the earth is warming up rainfall is
00:27:13 – effective in different ways in different
00:27:14 – parts of the world absolutely
00:27:16 – essentially the scientists of
00:27:17 – technocrats including myself I guess are
00:27:19 – helping to invent a thermostat k*** but
00:27:21 – it's much harder to invent the k*** than
00:27:24 – to figure out who should be in charge of
00:27:25 – it in a world with many states no indeed
00:27:27 – and I want to come on to the governance
00:27:28 – but I'm want to ask specifically about
00:27:30 – the science of this which is how far can
00:27:33 – you tell whether the effects of solar
00:27:35 – radiation management are then going to
00:27:37 – cause perhaps a catastrophic loss of
00:27:40 – rainfall in a certain part of the world
00:27:41 – at the moment it seems to be haziness
00:27:43 – I think it's not as heavy as that so
00:27:45 – using exactly the same climate models as
00:27:47 – we've used to estimate the problems with
00:27:49 – co2 in the atmosphere the underlying
00:27:50 – climate problem we've applied those same
00:27:52 – models and safe techniques to look at
00:27:53 – this and the results so far I have to
00:27:55 – say look pretty good that's why we're
00:27:56 – paying any attention to it Richard
00:27:58 – Branson himself who owns the Virgin
00:28:00 – airline group was quoted back in 2009 in
00:28:02 – New York Times saying if we could come
00:28:04 – up with a geoengineering answer to this
00:28:06 – problem we could carry on flying
00:28:07 – airplanes and driving our cars it's
00:28:10 – going to cost a lot of money and yeah
00:28:11 – your your I mean let's be clear here
00:28:13 – that you and your company are after
00:28:14 – Branson's money the cheapest thing to do
00:28:16 – is to use the atmosphere as a waster and
00:28:18 – if we want to stop doing that we must
00:28:20 – have laws that restrict the ability to
00:28:22 – use the atmospheres always down my
00:28:24 – question is are you not concerned that
00:28:26 – you and your Amin your company carbon
00:28:28 – engineering is looking for money from
00:28:31 – people like Richard Branson it's funded
00:28:33 – I think in part by Murray Edwards who is
00:28:35 – a key figure in tar sands which using is
00:28:38 – one of the dirty fuels on the planet it
00:28:40 – is are you not slightly concerned about
00:28:42 – the people who you're getting into bed
00:28:43 – with I'm happy to take money from
00:28:45 – serious folks who have a broad set of
00:28:47 – interests no problem first of all I
00:28:49 – should say for work on SRM on these very
00:28:51 – high leverage technologies in to have
00:28:53 – security concerns I believe there should
00:28:55 – be no private action I should be no
00:28:57 – for-profit action I believe it would
00:28:59 – make sense for SRM to actually restrict
00:29:00 – or eliminate the possibility of
00:29:01 – patenting fourth in the old company
00:29:03 – involved in
00:29:04 – Titans at moons this is the difference
00:29:07 – so for capturing co2 from the air
00:29:10 – that's an encapsulated small technology
00:29:11 – which can be regulated by the normal
00:29:13 – laws it inherently expenses there's no
00:29:15 – risk of sucking all the co2 idea because
00:29:16 – it cost so much any technology you have
00:29:19 – in remove co2 will have local risk may
00:29:20 – be unacceptable risk but those risks can
00:29:22 – be managed by the normal local risk
00:29:24 – management we have so I think that I'm
00:29:26 – happy to see private action on cutting
00:29:28 – emissions by making solar power for
00:29:31 – electric vehicles or capture for mayor
00:29:32 – I'm not happy to see public action on
00:29:35 – technologies with a huge leverage like
00:29:37 – putting particles in stratosphere
00:29:38 – tell you a little bit about some new
00:29:40 – we've been doing thinking about how you
00:29:42 – actually might put a result in
00:29:45 – stratosphere the novel method we've been
00:29:47 – thinking about or something all it's all
00:29:48 – essentially exactly what happens form
00:29:50 – aircraft contrails is that we put a
00:29:52 – condensable a few megatons a year
00:29:55 – sulphur would be enough to produce or 4
00:29:58 – watts per square meter rated forcing
00:29:59 – directly out of the back of an aircraft
00:30:01 – there's a huge literature of anatta
00:30:03 – fabrication we rolled about making fine
00:30:05 – particles from the vapor pressure gas
00:30:06 – and there's nothing very hard in terms
00:30:08 – of aircraft engineering you go to
00:30:09 – aircraft engineers we've done this they
00:30:11 – say that would be easy we could do this
00:30:12 – if you want this to we've mostly thought
00:30:14 – about sulfur and there's a lot of good
00:30:15 – reasons to think about sulfur because
00:30:17 – software's what nature does at least in
00:30:20 – this version of the models is if you put
00:30:21 – sulfur in continuously you actually get
00:30:24 – a remarkably ineffective results
00:30:26 – nevertheless there may be some good
00:30:27 – reasons to think about aluminum the big
00:30:29 – deal really is that alumina has four
00:30:30 – times the volumetric rate as sulfur or
00:30:33 – probably sixteen times less the
00:30:35 – coagulation raise you could get away we
00:30:37 – think with much smaller mass but the
00:30:38 – little picture is from a nano
00:30:39 – fabrication study which shows you can
00:30:41 – make Tye quality limited particle just
00:30:43 – by spraying aluminum paper
00:30:44 – certainly seems pretty cost-effective
00:30:47 – and easy to do this with aircraft that
00:30:49 – are not very different from conventional
00:30:50 – aircraft high-class business jets like
00:30:53 – the Gulfstream have wind designs that
00:30:55 – are very efficient so with slightly
00:30:57 – different engine choices they can easily
00:30:58 – deliver large weights up to sort of 20
00:31:02 – kilometres or a little higher and you
00:31:03 – can do that by either building new
00:31:05 – versions of these aircraft or even
00:31:06 – really exist in we have engineering
00:31:08 – firms that can do it you go and enter
00:31:10 – your infirmity you want this done
00:31:11 – they don't say this is harder unusual
00:31:13 – they say ok yes we could do once you
00:31:15 – realize you can make things by direct
00:31:17 – condensation from vapor then all sorts
00:31:18 – of different compounds are possible but
00:31:20 – is much much harder to actually figure
00:31:23 – out the environmental risks
00:31:24 – effectiveness of these new methods and
00:31:25 – is to put them up and aerosol
00:31:27 – geoengineering looks like it is so cheap
00:31:29 – that the cost is basically not going to
00:31:32 – be an issue that means that
00:31:33 – implementations decisions will be risk
00:31:34 – to risk decisions so the key factors for
00:31:38 – this is fast it's cheap and it's
00:31:40 – inherently imperfect it cannot
00:31:41 – compensate any little CH in India on
00:31:43 – commercial basis I do absolutely no
00:31:46 – proprietary commercial or conservation
00:31:48 – management because I think such work
00:31:49 – would be wrong

00:31:54 – solar geoengineering refers to a set of
00:31:57 – technologies that could allow humanity
00:31:59 – to deliberately increase the planet's
00:32:01 – reflectivity and so partially offsetting
00:32:04 – the temperature changes and other
00:32:05 – climate changes that come from the
00:32:07 – accumulation of carbon dioxide solar
00:32:09 – generation can be very inexpensive the
00:32:11 – cost might be something like 10 billion
00:32:13 – dollars for the whole planet that sounds
00:32:14 – like a lot of money each year and in
00:32:16 – fact that's one of like 110 thousands of
00:32:18 – global GDP this next story is so
00:32:24 – unbelievable we didn't think it could
00:32:26 – possibly be true but after receiving
00:32:28 – thousands of Records and declassified
00:32:30 – reports from the Army it's confirmed
00:32:32 – that during the Cold War the United
00:32:34 – States military conducted secret tests
00:32:36 – on unsuspecting people in the city of
00:32:39 – st. Louis
00:32:39 – Lisa Martino Taylor's life work has been
00:32:42 – to uncover details of the Army's ultra
00:32:44 – secret military experiments carried out
00:32:47 – in st. Louis and other cities during the

00:34:57 – and now we're learning that scientists
00:35:00 – and researchers are looking at how to
00:35:02 – change the weather on purpose that's
00:35:04 – right lasers now could one day
00:35:06 – manipulate rain
00:35:08 – and lightning that's right well as Mark
00:35:10 – Twain once famously said everyone
00:35:12 – complains about the weather but no one
00:35:13 – ever does anything about well instead of
00:35:16 – doing a rain dance we physicists are
00:35:18 – firing trillion watt lasers into the sky

00:35:25 – actually bring down lightning bolts when
00:35:27 – you have water vapor and you have dust

00:37:03 – form of exacerbating water shortages or
00:37:06 – causing more regional instability in

00:37:12 – want to find ways of mitigating climate
00:37:14 – change and they're investigating are
00:37:16 – there possible ways of doing that
00:37:17 – scientists have been researching this
00:37:19 – for have been thinking about this for
00:37:20 – quite
00:37:21 – sometimes there are two general ways of
00:37:23 – engineering the climate one is called
00:37:24 – solar radiation management which is
00:37:26 – putting particles into the atmosphere so
00:37:28 – like if you think of a volcano volcano
00:37:29 – explodes and it releases particles that
00:37:31 – cools down the planet so that's one way
00:37:33 – you can put a balloon up in the
00:37:34 – atmosphere and spray particles and then
00:37:36 – another way would be to possibly bring
00:37:38 – down carbon dioxide out of the
00:37:40 – atmosphere in a process called carbon
00:37:42 – capture and storage there basically
00:37:43 – funding research by the National Academy
00:37:45 – of Sciences okay so the CAA is not
00:37:47 – trying to control the weather we've
00:37:48 – tried that before and it doesn't really
00:37:50 – work but they're trying to impact
00:37:51 – climate change they want to have a lot
00:37:53 – of tools on the Arsenal in case in case
00:37:56 – climate changes as bad as some
00:37:57 – scientists believe it is they want to
00:37:58 – have a way of mitigating it you told one
00:38:00 – of our producers at this point it's
00:38:01 – pretty doubtful this is a viable terror
00:38:04 – threat right now I don't see the prana
00:38:09 – the CIA yeah I don't think that it's
00:38:12 – going to be an immediate threat it's
00:38:14 – definitely for me it's going to be a
00:38:15 – long-term you know decades down the line
00:38:17 – sort of thing well there you go another
00:38:20 – example is the array of technologies

00:38:24 – geoengineering one that has gained my
00:38:26 – personal attention is stratospheric

00:38:34 – that can help reflect the sun's heat in
00:38:36 – much the same way that volcanic
00:38:38 – eruptions do an essay I program could

00:38:43 – reducing some risks associated with
00:38:45 – higher temperatures and providing the
00:38:47 – world economy additional time to
00:38:49 – transition from fossil fuels this
00:38:52 – process is also relatively inexpensive
00:38:54 – the National Research Council estimates
00:38:56 – that a fully deployed si I program would
00:38:58 – cost about ten billion dollars yearly
00:39:01 – and I could go on and on and on and on
00:39:03 – about the things that fascinate me but
00:39:06 – rather than talk about them I thought
00:39:08 – it's up here Thank You senator the air

00:39:13 – HAARP in the past
00:39:14 – we took over from the Navy and managed
00:39:17 – it and actually did a number of
00:39:18 – experiment campaigns up there and have
00:39:21 – finished our work that we're interested
00:39:23 – in doing up there we've moving on to
00:39:26 – other ways of managing the ionosphere
00:39:28 – which the HAARP was really designed to
00:39:30 – do was to inject energy in the
00:39:32 – ionosphere be able to actually control
00:39:34 – it and that that work is has been
00:39:37 – completed the Air Force has maintained
00:39:40 – the site or other government agencies to
00:39:42 – use for several years now and with DARPA
00:39:45 – completing their project that's our last
00:39:47 – government customer that we have in the
00:39:49 – site we have put out a call for other
00:39:52 – agencies that had interested in managing
00:39:55 – the site or are taking it over and
00:39:57 – including going out to academia

00:40:10 – our weather all the time and they're
00:40:11 – modifying it in ways that cover
00:40:13 – thousands and thousands of square miles
00:40:15 – programs are impacting micro climates
00:40:17 – needed for our crops to survive and
00:40:19 – needed for pollination the other issue
00:40:22 – is that a lot of times we're talking
00:40:25 – about mitigation for climate change it's
00:40:27 – rather an undefined term at this period
00:40:29 – of time and so what happens is that many
00:40:32 – times we're talking about artificially
00:40:35 – putting chemicals like silver or
00:40:37 – particulates into the atmosphere and
00:40:39 – what they call geoengineering seems to
00:40:41 – reduce supposedly global warming and if
00:40:44 – you take and you put up into our skies
00:40:46 – chemicals to reduce the amount of
00:40:48 – sunlight reaching the earth you are
00:40:50 – going to begin to reduce crop production
00:40:52 – without the process of photosynthesis
00:40:54 – whereby plants from direct sunlight gain
00:40:56 – energy to grow to produce crops we are
00:40:59 – going to find ourselves as we mitigate
00:41:01 – in that direction impacting the crop
00:41:03 – production not only here in the United
00:41:05 – States but worldwide what you're seeing
00:41:07 – now a lot of times many Sciences
00:41:09 – especially at NAPLAN and other areas
00:41:11 – that decides that we're seeing are not
00:41:12 – normal club formation and these are
00:41:14 – man-made in California the State
00:41:16 – Department of Health drinking water
00:41:17 – tests were examined between 1970 and
00:41:21 – this year and we found unusual spiking
00:41:23 – in variant aluminum Strachan manganese
00:41:26 – and all of these sites at the same time
00:41:28 – in very drinking water supplies across
00:41:30 – the state of California and also in
00:41:32 – Arizona
00:41:33 – so what's happening with these
00:41:34 – atmospheric tests is that aluminum as
00:41:36 – one example gets into the root systems
00:41:38 – of our trees and it looks like the trees
00:41:40 – are dying of drought but they're not
00:41:42 – many of our forests in red in California
00:41:44 – in other areas are dying from warmer
00:41:47 – temperatures produced by persistent jet
00:41:48 – contrails also impacting tree health and
00:41:51 – crop health they know from scientific
00:41:53 – studies back in the 1970s that they
00:41:55 – deplete beneficial ozone in the
00:41:57 – atmosphere by releasing nitric acid
00:41:59 – death dumps otherwise known as chemical
00:42:04 – trails are being dropped and sprayed
00:42:08 – throughout the United States England
00:42:12 – Scotland Ireland Northern Europe and I
00:42:17 – have personally seen them not only the
00:42:21 – United States but in Mexico and Canada
00:42:25 – birds are dying around the world fish
00:42:28 – are dying by the hundreds of thousands

00:42:31 – this is genocide this is poison
